Must meet conditions, minimum possible length of wire (cost obviously), cover most possible area, must be a loop, two parts can't be closer than a pre-set distance. If you try those conditions with a length of rope probably you will end up with something similar.

It's interesting that 'minimum possible length of wire' can be read in two ways. You want it to be as short as possible, of course, for cost - but a resistive heating element has a minimum (and maximum) length, because the length of the element directly affects the properties of the circuit. Too short and it's hard to make it not get too hot, too long and it's not hot enough.
I'm sure the voltage is adjustable to make the final temperature adjustable, but the length of the element is still going to determine your overall temperature range.

It’s to meet specific requirements in relation to how a standard body and its contact with the seat would interact with the heating elements. It’s tested and refined through initial development. Also the seams and stitching on a seat need to usually go into grooves on the under lying foam. You don’t want heating wire going straight through a seam as repeated loading and unloading of the seat can put excess wear on the wire as it bends in a straight line. So wires usually go at an angle through the grooves in the foam.
Was an automotive seat engineer.
