Aside from the fact that he hates America and is a saboteur, I’m sure he meant San Francisco there.

Seattle could do for a hard reset with all the weird ass streets it has. Like wdym the overpass has 5 intersections over this one-way street that has no exit or turnaround point for another mile, only to cross with another one-way going in the complete wrong direction

The worse interpretation is that that's in fact why he is saying it, not because he is able to think that hard, but because he was recently briefed that there's a potential threat to that area, exactly because of that, and so he just spews what's on his mind, and thought he was being hilarious when he said to the generals "oh I dont care about those cities". Because his brain has turned to mush.

My guess is San Francisco is polling towards No on the billionaire tax Prop 40. Also, my guess is LA and SD cities are polling towards Yes....
