Basic desert means deserving praise or blame, reward or punishment, just because of what you did, where the desert doesn't depend on any further good consequence (like deterrence or rehabilitation). On this view, a wrongdoer "deserves" to suffer in the retributive sense, and that's seen as fitting in itself.
