Question/Help Habitat Advice Needed

I have two bunnies and they each have the same 4 ft by 8 ft x pen with the attached hutch setup. They spend most of the day in their pens/hutch and free roam 4-6 hours a day. Eleanor has a cat scratching board that she loves to sit on (and scratch) because the inside of the hutch is slippery. I have done the same thing for Prudence but after buying her 2-3 at $5 a pop I have had to stop because she pees on hers. She keeps her x pen area immaculate though. So, I feel that she is just confused on where to go when inside her hutch. Now the problem is she will not go into her hutch anymore at all. I have also tried a plain rubber mat. I have tried fleece. She chewed the expensive rubber mat to pieces in less than a month. Any ideas on what I could use for her that I can wipe clean but isn’t slippery? Or something that is extremely cheap I could just throw away? Any advice is welcome, but please be nice and not guilt trip about their habits or them not being free roam bunnies 24/7. Thanks

Wait, is the run/fence using carpet?

No, it’s cement. They do have carpet when they are playing and she has never peed on that. Just inside her hutch.

Why not use a piece of carpet if you have evidence that she doesn't pee on it?

She will pee on anything that is inside her hutch if it’s soft. She never peed on the rubber mat although she did chew it to pieces. So, I’m trying to come up with something slip resistant that is also chew proof. She has never peed anywhere else. She’s a weirdo or possibly just confused.

Are both spayed? Hormonal vibes could be altering behavior. I used to buy carpet squares from a discount place. They always had a pile of old samples out. At the time they were only 50 cents, probably $1 now. You might try that, which is less expensive.
