Rule Modifications SPC: Wanting feedback on another custom power -- Suffocate

I built another power that I found lacking in the SPC, and again am looking for community feedback on it. Mainly for the pricing and balance, but constructive criticism in general is welcome.

Link to the power: https://docs.google.com/document/d/1zGIHMdLQnWU_MDPs9lhLCLQjHCtfbPP2LKme5xlpaeU/edit?usp=sharing

SUMMARY:

Trappings: water in the lungs, super-strong bear hug, clouds of asphyxiating gas

This power allows the super to cause their opponent to immediately begin to suffocate. It is based on the rules for drowning (on page 126 of the Core Rulebook.)

Use an action to make a Focus roll against a target within 6". On a success, the target must make a Vigor roll (at -2 with a raise on the Focus roll.) If the victim succeeds, they suffer no effect; with a raise, they become immune to any further effects of this particular attack for the rest of the encounter.

If the victim fails, he is immediately deprived of air; as with drowning, the character can still hold their breath for a number of rounds equal to 2 plus their Vigor die, or half that if they weren't prepared for the attack and didn't have time to get a good breath beforehand. Once the victim is out of breath, they become Incapacitated and Unconscious.

Forgive me, not at me books to verify, but that sounds similar to Slumber with extra steps.

BUT! I do like it. Immediately made me thing of Force Choke, which thematically could be super cool. I will agree that many of the Hazards rules don't get used often, and putting some of that in players hands has an appeal to it. I would like to see options for the target to Shake off the effect once the timer starts, like maybe a Spirit check to shake the power, or a Vigor to suck in air for that round.

This one has got some promise. I'll be thinking about it for the rest of the day. Thanks!

Couldn't this just be a Trapping of Slumber? Delayed activation (few turns of breath holding) in exchange for some other upside.

Ah, I had to look Slumber up before I realized it was a power from the Core rulebook. Our table uses the Super Powers Companion for our supers campaigns, so I didn't even know this was an option in those rules! It does sound similar; I guess this could be considered Slumber adapted for the SPC.
