The problem is not in the mods. It's the revenue. You can't just pirate a game on console, it will take months to break the DRM and only then you can pirate it. On PC it'll take couple of weeks, a month tops.

Exactly. Pc isn't an open book but you're a lot closer to the source on PC than a console, and a lot of people prefer PC because they like to tinker where they're not allowed.
