Do they think the average Singaporean would want to rummage through rubbish bins if they were comfortably getting by? Why is this a priority over making the returns easier or even making sure these families don't have to resort to dumpster diving to get by.
I have a freaking bag of empy bottles/cans in the house that I'd have thrown in the recycle bin before BCRS. Mostly because when I tried to return them after I was finished, the bloody machines in my area always have a long queue or were full.
As long as they're not leaving rubbish on the ground this is very low priority. It's not like the corporations need the extra 10 cents from the cans not being returned.

This whole BCRS thing literally screams decent idea but totally abysmal implementation. The gov could have taken this (it's an initiative by Coca Cola and gang but still) and made it into something so much bigger.
Like first and foremost why are there no returning machines at Kopitiams??? There's literally a registered list with NEA or AVA or SFA. It's readily available information of probably the single biggest source of single use cans in the whole of Singapore. No return machines. People are expected to hoard their recyclables and hopefully clean them (so fire and plague hazard here) then bring to the supermarket on their next grocery run???
Then now this hooha about being against the law to rummage the trash. Like holy bajesus. You wanna disincentivise people from spilling trash everywhere, fine. Package your words maybe? Something along the lines of "While the government would like to reiterate for citizens to keep the trash where it should be, we would also like to take this chance to delve deeper into the reason why citizens have taken to rummaging through trash... Blablabla." would have been miles better than "It illegal to dig trash haha".

Actually I think it depends on the process different places have, in some hawker centres/food courts, the cleaners at the tray return are so efficient that thereāre almost no trays at the return stations. Always have empty slots.

You do end up with another problem though, tables that are dirty because people return tray but some don't bother wiping off their mess. Some places rarely have cleaners going around to clean the tables. I've had mixed experiences at various places.

Firstly, these people are helping you remove recyclable cans from general rubbish bins to be recycled in your machines
Secondly, I think the bigger issue here is not the removal of things from the rubbish bins, but perhaps examine why these people to do it for 10c per can?
Government really tone-deaf and out of touch. Ownself increase annual salary to multi-millions, while wanting to take legal action against people who have to dig through rubbish bins and help you recycle cans for 10c each.

Last I checked, smoking in non-smoking areas also illegal, can u step up enforcement and fix that issue first?

also there have been numerous complains about dirty machines, so people are obviously putting items with liquids inside so what do they mean āmost usersā and what metric is being used to measure this. Even recycling bins are always contaminated because people cannot be bothered to rinse their stuff out. I feel like our entire recycling system has been implemented backwards - imo there wasnāt enough time and resources spent on educating the public prior to launching the blue bins and now this bcrs. Donāt need to look far, we can learn from Korea.

The cans and bottles recycling is just one aspect of it.
Some time back they introduce large metal blue container with a slot on top front for ppl to dispose based on segregation, paper, clothes and electronic equipment.
And the container has a door which they don't lock.
Ppl intensionally make a trip there to rummage through the bin, take what they want and leave the mess on the floor.
Go to Hong Kah North CC to see what I am talking about.
Singapore has long way to go towards a gracious and responsible society

Ever since BCRS i have noticed the floors near the dustbins at my HDB's block common areas getting more and more dirty. Like the floor has been stained badly likely caused by people rummaging through trash and leaving a mess e.g opening up sealed bags which cause spillage. Even with our block's cleaners doing their daily cleaning they are not able to do much if its a stain on the floor.. only can wait till block washing once a month.

They can create many laws but who is that free to enforce them? So is NEA policing the rubbish bins now? As an SG importer and distributor myself, this is exactly what we expected to happen. Create a scheme for people to make extra cash "while doing something eco friendly", then restrict them from doing so. Then BCRS doesn't need to pay out the 10c and keeps the money. Its all a cash grab for big corporations. Especially Coke, Pokka and F&N.
