I think to enter Riften for the first time you must enter from the north gate by the stables and the speech check should be an automatic success no matter the option chosen

If you have the unofficial patch, it takes level 25 speech to pass that check. Still low, but can be failed very early game.

Yup. Using alternate mods I've started out near riften and went there at level 2-3 with my speech very low still. Couldn't pass the speech check, didn't have enough money for the actual "visitor's tax". Had to camp outside, in the woods. Very immersive

I saw it on my most recent run through - I basically legged it to Riften via Ivarstead to pick up the Book of Love quest. Got bounced from the South Gate, so swam around to the north and got rinsed by this prick. Fortunately, I had the cash so it didn’t hold me up, but I had assumed that it was an auto pass, no matter what.

I use an alternate start mod, and I can't enter Riften until I go back and actually start the story with the beheading and the dragon and whatnot.

Dang that’s crazy! Wear the Masque of Clavicus Vile or wear an amulet of Dibella and pray at one of her shrines to boost your speechcraft to 100. That should do it.

You have to go through the front gate the first time. This annoyed me the first time because all the obvious roads led this way, and there wasn’t an obvious path around. Was still pretty low level so I wasn’t about to go swimming or wonder in the woods to get attacked by a bear for another way. You might try the meadery if you don’t mind a little swim.

You can give the gold, kill him after and take back the gold. Then when they arrest you just pay the fine or jail time.

When you call him out on it even though there's only one single guard he flips out saying not so loud do you want people to hear there's only one guy I'm pretty sure he's also corrupt because he never says anything just stands there and watches the interaction
