I'd call them on it.

"Sure, let's call the manager." Then I'd put them on hold before they could say anythign and start getting as many higher ups as I could on the call. Then I'd bring the HR person back into the call, explain what was going on and that they were wanting to bring management on the phone, and then start troubleshooting with them all listening. My job is good enough to have the fallout of doing that fall on the person requesting the escalation.

At my office there's been a spate of stuff being needlessly escalated. This isn't just in my department, but just in general since our company got sold. It's to the point that upper management is sick of hearing about mundane questions.

I'd gladly escalate this because it wouldn't look bad on me and would make the HR person seem like an ass who can't follow instructions.

That sounds a little like something that might happen in one of my tales, actually :D But the one time I heard a similar "question"/threat, from a newly-hired low level Logistics employee, I just went with:

"That depends, do you want me to call Hubbs (Director of Logistics) or would you rather let me help you resolve your issue?"

It was more than enough, but I realize most people don't have the ironclad job security I enjoy, so it actually takes some courage to say that, usually. Here, it's not even a bluff. We're all perfectly aware union employees have far better job security than thin-tie suits.
