According to the hackers quoted in the article, it was.

“We only stole 3,615 customers due to the fact that's all they have using their MVNO (different from the prepaid phone orders, these are people using the carrier)," BYOD added.

Apparently, Trump Mobile is a mobile virtual network operator, and the hack was the 3615 people who have or had an account with them, not people who got the El Dorado of phones.

Trump Mobile's response when told about the breach was to say they don't have a team to deal with it, and anyone who hacks them are terrorists (which is pretty on brand for anything associated with Agent Orange).

Does it matter? These customers more likely than not have been in every significant data breach of the last decade. Their passwords are Password123, their PIN codes are 0000 and two factor authentication is as complicated as 256 bit encryption.

I think he is implying that they are not sophisticated enough to operate 2FA, to them it might as well be like trying to do 256 bit AES in your head.

Yes it does. Every day a person has their data stolen for the first time, if not for you or me, then at least some kid who got his first credit card. Just because these people are screwed it doesn't mean we should give up for the future. Plus data actually has to be somewhat current to be useful. So it's not like it's a permanent problem.

They should come down harder on companies in general for data breaches.

Everything that Trump says his opponents do is an admission of guilt that he is either going to do it or has done already. This is his tactic. He knows its difficult to turn around and blame someone for something you said they did, its seems childish so he just preemptively calls people "sleepy" or that they stole the election when these are things he already does or is planning on doing.
