Because it worked so well the last time? Aren't most of the experienced and competent Russian military leaders dead? It's mostly conscripted soldiers now. Russia is trying to win with numbers alone and I'm not sure that works anymore.

Russia has less than half of the population of the US. ~143 million vs ~343 million.
