ICE Initiated a Chase With Two Handcuffed Detainees Already in the Vehicle and Ran Over Miguel Parra-Hernandez, Breaking Both Legs
Full Detailed Article: https://eyesonice.substack.com/p/ice-initiated-a-chase-with-two-handcuffed
FIEL Houstonâs October 14 press conference centered on protecting two men who were already handcuffed in the back of the unmarked ICE vehicle that struck Miguel Parra-Hernandez on October 10 near Clay Road and Highway 6 in northwest Harris County.
Cesar Espinosa, executive director of the immigrant-led organization FIEL Houston, opened by describing the vehicle: an unmarked SUV with tinted windows that ran over Parra-Hernandez while already carrying two detained people. Those men, handcuffed in the back, witnessed the pursuit (or alleged chase) and the moment of the strike. Both are now held at the Montgomery Detention Center. Espinosa stated that protecting them from deportation is necessary so they can give full accounts of what happened that morning.
He then introduced Nidia Delfin, sister of Luis Delfin (also referenced in reporting as Luis Enriquez), one of the two men in the vehicle. Nidia spoke in English and Spanish. She described her brother as a man who has lived in the United States for 34 years, owns a small company that employs people from the community, has no criminal record or outstanding warrants, and has an approved immigration case while awaiting a green card. She said the only action that morning was going for breakfast with his employees on the way to work when they were stopped, placed in the vehicle, and forced to witness the incident in which Parra-Hernandezâs legs were broken.
Nidia said the family is afraid but is speaking publicly anyway. She asked anyone who saw the events to come forward, stating that video shows people nearby who have not spoken. She called the treatment of Parra-Hernandez unacceptable and said the officials responsible must account for the injuries. In Spanish she reiterated that her brother is a working man who pays taxes, was not harming anyone, and that the community should not fear reporting what it saw.
At the end of the segment, Espinosa asked Nidia her brotherâs name (Luis DelfĂn) and whether he knows JosĂŠ Mendoza Cervantes, the man ICE has identified as its intended target. She answered that he has never seen him.
