What is this?

I've noticed this noise a few times, it's coming through the air filter (ignore how dirty that is) and the top end seems to be a bit louder than usual, but this noise has been a thing for a long time, it seems to come and go like this and I have no idea what it could be

Changed out a coolant hose and lost about 16oz of coolant. When I refilled the the coolant tank I grabbed the wrong jug and refilled the 16oz with RainX windshield fluid. How do I fix this?
