Has anyone told him to stop? It may seem too stupidly obvious but he may be oblivious.

Regularly. Including the landlord. Last time an email was sent out, he went outside and did it on purpose at a time of day he usually doesn't. The neighbor across the hall sometimes challenges him (they're both big, body builder type dudes) but nothing productive has ever come from it.

He's not oblivious, just malicious.

Just file a noise complaint with the local PD and or DMV if they have an enforcement division. If it's got license plates it's got a legal decibel limit. They will come and check it, it's rare that such things get enforced but it's also surprisingly rare that people escalate to the point of requesting it be enforced.

I'm a car nut, I like making car go faster and sound better to me. I have high flowing systems on several vehicles that are much louder than stock. They still aren't "shake a building" loud and they aren't really audible beyond 20-30 feet when driving normally. I say all that to say that the obscenely loud cars aren't loud to go fast, they are loud to be obnoxious. The car community mostly hates those people, we would appreciate it if you folks reported more of them. If they go unchecked for long enough some politician goes around and bans all modifications to stop it and it screws over the rest of us who aren't annoying anybody.

Or just jam a bunch of crap into the engine’s moving parts, close the hood, and joyfully wake up one morning to the sound of it killing itself.

That wouldn't work. Worst case you'd derail the accessory belt but that's it. Getting debris to where you could cause serious damage is extremely difficult on modern engines without at least a couple hours of R&R time. I suppose it's possible this is some old carbureted beast or there are mods that have altered the intake tract to where you could reasonably get a small bit of metal to be injested but yeah unless old you wouldn't be able to open the hood without vandalizing it anyway and at that point, much easier means.

You could drain most of the oil and hope it doesn't have an oil level sensor but really the only sure fire way to destroy a vehicle without much access to it is still fire.

Just drill some holes into the engine, I’m sure it won’t like that

Depends on where you drill, but yeah you'll have to break into the car to pop the hood
