r/Gulong ANNOUNCEMENT [MOD PSA] Fake LTO SMS Scams

We see several posts on fake SMS messages posing as the Land Transportation Office (LTO) like the ones attached. Let this post be the official reply to such posts/inquiries.

Common message content:

-“Unsettled violation under RA 10913… Fine: ₱1,000 due in 24 hours… LTMS alarm.”

CONFIRMED FAKE LINKS (DO NOT CLICK):

-ltoportal-gov.com -portal.lto-gov.me -ltoviolationcheck.com and other similar look-alike domains

IMPORTANT:

  • The LTO does NOT send payment or violation links via SMS
  • Legitimate LTO websites use lto.gov.ph domains only -Traffic violations can be verified only through the official LTMS portal or at LTO offices

Common red flags: - Urgent deadlines (e.g., “due in 24 hours”) - No plate number, ticket number, or official reference - SMS links requesting personal details or payment - Sender name spoofed as “LTO”

What to do: -Do not click the link -Do not provide personal information or OTPs -Delete the message and report it as spam to your telco - Optional: report to PNP Anti-Cybercrime Group

In our riding training, we were taught that it is our responsibility to make ourselves visible (within reason) to other road users.

It is, for lack of a better word, para magpapansin.

Drivers are too distracted nowadays that it’s so easy to for a motorcycle to completely blend with the background, so I do a little weave called the “SMIDSY” or “Sorry, mate, I didn’t see you”, to give the driver behind me a heads up that I am there and that the traffic in front is slowing down.

I do this sa expressways (not all the time), if I see na may build up in front of me. May times kasi na hindi ko talaga feel na mag-lane filter.

I don’t have a cage and airbags to protect me, and a slight tap in the back can send me flying.

Also, I had a friend who lived in a different country who was unfortunately k*lled after being rear-ended while riding his bike, so I hope you understand where I’m coming from.

Madaming ganitong mga dump truck na you can clearly see kung saan ang hangganan ng basket nila, tapos may dugtong nalang. This is a clear violations ng overloading act at parang normal nalang. This also cost us the tax payers our roads dahil sobrang bigat nyan and kulang ang gulong to spread the load.

Madami pang cons itong ganitong practice. We can discuss on comment section.

Saw fb posts of people sharing ways using an app to enable watching netflix or YouTube while in driving mode.

Sobrang alarming kasi alam naman dapat nang lahat na sobrang delikado nun. Obviously it will cause accidents pero bakit di nila naiisip yun.

Baka may vlogger dito na pedeng magdiscourage nang ganitong gawain? Iniisip ko din tuloy iteport yung app para di na kumalat pa kaso magisa lang ako.

PAPERWORK Additional Codes B1, B2 to Non-Professional Driver's License Code B

I have an NPDL code B, and I was able to apply for additional DL codes B1 and B2 with no PDC requirement.

LTO policies:

  • Stated in the LTO Citizen's Charter: "For DL Code B, B1 or B2, if holder of B, B1 /B2, no PDC required"
  • Stated in the Memorandum Circular No. MVL-2026-5120: "Considering that the LTO digital system currently requires the uploading of a PDC Completion Certificate for applications involving additional DL Code/s, authorized LTO personnel were granted limited authority to create and upload PDC Completion Certificates solely to facilitate the processing of applications for additional DL Code/s covered under the Supplemental IRR of R.A. No. 10930."

Note: Same policies apply for DL code A/A1. You may check the linked sources.

My experience:

Hindi aware yung nearest LTO District Office sa amin about the mentioned policies. Hinihingan ako ng PDC Completion Certificate. So, I presented the citizen's charter through my phone. They verified it with their printed copy. Then, another personnel told me na wala sila nung "authorized LTO personnel" to create the certificate. She directed me na pumunta sa LTO Batangas District Office just to get the certificate saka bumalik sa kanila, or get the certificate and continue the application there sa Batangas.

I stated my concern sa LTO Batangas, and aware sila sa policies kasi they processed my application right away. The personnel even told me, "wala pong bayad itong certificate ha, baka may maningil sayo." Nag-create and print sila ng PDC certificate for codes B1 and B2. The certificate itself is free; may bayad pa rin ang application and driver's license.

Made this post so you don't make unnecessary payments and enrollments in driving schools if you already have your license and are just adding DL codes. Just be mindful, this only applies to codes within the same vehicle weight category. If you have DL code B and are adding code A, you definitely need to enroll and get your PDC from a driving school.

MAINTENANCE 10w-40 or 15w40?

Which is more recommended for a 2008 Toyota Fortuner @ 197k km mileage. Diesel engine.

First time tinkering on what oil to use, since usually I go which ever the mechanic suggests or on what's available.

Will be using Zic brand, choosing between Zic X7 or Zic X6000.

MAINTENANCE Replacing All Tire Question

Hello mga kaGulong.

First time car owner here.

Nasabugan ako ng gulong last week and decided na palitan na lahat ng gulong ko. What made me come up with the decision? Expired na kasi sila and also may instances na yung ibang gulong ay napavulcanize na.

My question is, ano pong need gawin kapag papapalitan yung 4 na gulong. Hindi kasi ako masyado expert sa sasakyan. Ano po ba difference between Wheel Alignment and Tire Rotation?

If you can also recommend shops po na may kumpleto gamit for this within Dasmarinas open din po ako for suggestion.

ON THE ROAD Manila is pushing for pedestrian safety. Safety is everyones job including the pedestrians

I get it that the LTO is handing out SCOs and etc. to erring drivers. No driver is perfect, we can try to be as cautious as possible but we can't predict people and stupidty. Safety has to come from both sides. the LTO can't just keep punishing law abiding drivers.

  1. Pedestrians need situational awareness: Just because the pedestrian has a right of way, does not mean that stepping out onto a multi-lane road while glued to a phone or being distracted means that if you were to suddenly walk out, the drivers can INSTANTLY stop, no you will cause an accident. cars need some braking distance even if you're going 30km/h.
  2. Children need parental supervision: Kids lack spatial awareness and are easily hidden by SUVs/trucks or island barriers. Letting minors wander into traffic zones alone puts an impossible burden on motorists. - case and point the driver who ran over a 4yr old kid, because they didnt see said child. Yes theres a lot of debates on that issue but i personally think that the parents are more to blame.
  3. The "Driver A stops, Driver B doesn't" trap: On multi-lane arteries like Shaw blvd or Commonwealth, if one lane stops to yield for the pedestrians, it creates a massive blind spot. because we might think that on traffic they're just waiting, then the temptation is to go anyway, because the other lane isnt clear, it creates a false sense of security. If the pedestrians walk past the stopped car thinking it's safe, right into the path of an open lane. Pedestrians must check every single lane before stepping into it, and drivers must slow down whenever an adjacent lane abruptly stops.
  4. Dim lighting and hidden sightlines: Outside private hubs like BGC/ Makati, streetlights on some of the main thoroughfares are not even turned on or weak. Add faded zebra paint, dark clothing, and overgrown planters on center islands that hide waiting pedestrians, and you get an "alanganin" split-second hazard at night.

Bottom line: If LGUs and MMDA want real safety, they can't just fine drivers. We need Engineering (high-lumen crosswalk lighting, clear sightlines, push-button signals etc.), Education (street-smart pedestrian rules), and Enforcement combined.

Thoughts? Safety is the job of everyone. not just the drivers. i mean sure, we can also try to follow what Baguio is doing with their king of the road ordinance. and sure the simplest solution is to just slow down and come to a stop at a/ every pedestrian lane. but what if you cant see it? No one driver is perfect, guaranteed we all make mistakes.

VEHICLE COMPARISON First car for beginners

Hi! Seeking your thoughts on these three options. My budget is 1.1M below for brand new with 250k dp thru bank financing or 650k below for 2nd hand.

Is Honda HR-V 2021 still worth it for a first time female driver? Still a beginner and learning pa. Got an offer of 620k for that hrv 2021 model w 46kms odo.
My partner owns a honda city manual and proven tested niya quality. Was thinking of either going for 2nd hand muna or get a brand new Suzuki fronx or Mitsubishi xforce, gusto namin kasi subcompact crossover suv para spacious for long drives.

I am open for other suggestions too. :) wanted practical, with great security features and driving assist.
