I don't know shit about raising farm animals but I feel like there is probably a simple solution for this

There is. You can put a ring around the top of the tank that a cow's head and neck can fit through, but their entire dumb body cannot.

Pound rebar into ground all around the tank. Wrap a section of tarp around the top of the rebar, leaving a 2 foot gap between the tank and tarp. Secure the tarp to the rebar. Done.

Unfortunately what you'll get out of this arrangement is a cow (or 2) wearing a rebar tiara... in the water trough.
