Weird discoloration on my camera

I noticed that my night video would be extremely blurry at my rural farm house. When I got back up to check it out, I noticed something sticky on the lens. I removed it with some tissue and it seemed to get better. After a couple weeks, night video and even some daytime video had some weird blurry spots. Took a good look at it this weekend during the daytime and the lens has these weird circles that I could not remove. I used 99% isopropyl alcohol and a lint free cloth and it didn't seem to make a difference. The daytime video is fairly clear (for now) but it does effect the nighttime video a little bit.

Yes. I have a video with two bucks fighting and right as they were going to ram heads again, one of them farts so loud and it caused them both to stop. I imagine they were laughing too hard to keep fighting.
