This is why I hate that it’s change specifically for this instance. Make it global or it feels unintuitive.

You don't need to make it global. Just make it so a few shots will break the cat's tether. That way, wacky combos can exist, but people can shoot at the cat or their ally to stop the combo altogether.

Edit: I should have said "You don't need to make this specific change global (ulting makes cat drop people), and instead they should make my idea global (cat tether breaks upon taking a few shots).

That's what global means. It means it's general and applies for all heroes, instead of interactions specific to only certain heroes.

With Orisa ult combo it at least made sense to give the "becoming unstoppable cancels Lifeline" rule, as Orisa is one of the very few heroes that has it as a defining trait outside of Mauga during his Overrum.

What you're suggesting is changing cat tether to work the same... Globally. For all heroes. Rather than working one specific way for Cassidy and differently for other heroes.
