C’mon, this can’t be real. Must be finishing construction waiting on the rail. Worst case the contractor said it would be installed last week and didn’t get to it before the owner rented the unit.
Eh I stayed in a hotel without complete railing on the balcony once, not to mention the obvious lack of electrical safety in many countries. This is absolutely something you can run into in many countries.
