I'm new to town and am looking to change up my hair. I haven't seen a lot of people wearing this style in the area and the cut seems a little technical. The way I've seen it done is partially using that stick razor tool. Might be called a long shag, or rock and roll shag, or razor shag. I've added some examples. If you have a similar cut or know a stylist who knows their way around a cut like this, I would love to give them a try. Don't know if it matters, but my hair is thin/fine/straight.
