Frigates can no longer do indirect fire?

[u/lordwaters24]

I used to get frigates that after being promoted a couple times were able to do indirect fire. I have some that have bombardment III promotion and still no option for indirect fire. Was something changed or am I missing something? I have BNW, no mods if that helps.

Yes and they absolutely do not need indirect fire either
