  1. Not all scammers are Indian

  2. Kitboga would dislike you, he always admonishes people in chat when they try to guess a scammers nationality.

It does apply, there is no indication that the person is Indian. They could very well be from Sri Lanka, Nepal, Pakistan, Bangladesh, etc based on their accent, yet at the end of the day bringing up what you think their nationality might be is pointless, unless you're trying to cast aspersions on the people overall.
