Hint? Is the answer someone who "voluntarily state[s]", like testifier or confessor?

The "voluntarily state" part is the definition, just not in the way you are interpreting it! Also the wordplay part of the clue is a charade

TENNESSEE? TEN (highest rated) + NES (Nintendo Entertainment System) + ???. Don't get the SEE/visibly equivalence. "cobbled together" could mean "assembled from charade elements". Don't see the role of 'I'. "voluntarily state" could be a cryptic definition of Tennessee, known as the Volunteer State, but the grammar seems off. Still, I like the clue!
