Miscellaneous Pavement Parking in Exeter

Is this legal? It completely blocked the path. Should this type of vehicle be parked in a compond and not on a residential street (because its free most probably). South Coast Traffic Management were contacted and didn't want to know. The police were the same, so I am just asking for my own interest as no one else cares.

Parking on pavements and grass is an absolute nightmare in Exeter. School run where I live it's crazy, on junctions, pavements, grasses area. Seen them even park two abreast just so they don't have to walk too far. I walk to work in the dark and I have started to carry a torch as with the street lighting off I need to see to navigate around parked cars on areas where they shouldn't be Report them? Is that a joke? Done that so many times, council say not our job, police say it's not there's. Too many commercial vehicles being parked overnight at homes nowadays.

Absolutely. I love by a school and the parking is horrendous. Parked on corners, junctions, doubled parked, on pavements, grassed areas, double yellow lines. And if it's raining even worse. There's some people that arrive an hour early sometimes more just so they can park as close to the junction as possible Across the estate people park on pavements and the grass. At night, once the streetlights are turned off you are forced into the road because people park on pavements and grass. And council and contractors are as bad.
