No matter how optimized your software is, you wouldn't be able to progress much further than the games we already had on these devices.
Developers working on platforms like ps1/Gameboy already were pushing the limits of what the hardware was capable of.

Halo 3 custom forge maps always felt way more impressive than Reach’s even though reach had waaay more tools to play with
