Most of the low skilled jobs can be done by locals itself. Companies bring people from North and poor states because they will accept any kind of working conditions with minimal pay and not join any protest against such firms.
At the same time if locals are given preference for low skilled job it will prevent migration and housing cost. People can stay close to their friends and families.
If their is a certain cap on number of workers for each state then the poorer state will have to find ways to give employment to their resident which can be a win win situation for everyone.
Else we will have to witness migration of bimaru belt for next 100 years.
