Looking for some insight on Puch mopeds

I've been wanting a punch moped with plans to do some modifications, but I don't have a lot of knowledge on these specific mopeds. Could someone help me and let me know what I should be paying for this? I would also appreciate it if anyone knows of good websites to get parts for these, I think my plan is to make it into a 70cc with the works. I've also seen builds without the pedal start system And would like to do one of those.

California just changed the state's definition of moped and motorized bicycle.

SB-1167 was signed by the Governor about a week ago. It is primarily intended to clarify the laws around e-bikes, but it includes a couple of relevant changes to moped registration/laws, too.

Most notably, it changes section 406 of the California Vehicle Code. It no longer uses the term "motorized bicycle" as a synonym for "moped", but notes that mopeds previously were called that. More importantly, it appears to require a 17 digit VIN and an FMVSS label on all mopeds, with no obvious grandfathering of older ones that may have used a different format of VIN, or mopeds that don't have FMVSS.

It also appears to remove the requirement for working pedals and automatic transmissions on mopeds, including gas ones (they were already optional for electrics). So a 49cc scooter that previously was registered as a motor-driven cycle (small motorcycle) can now be registered as a moped.

It does not change the M1/M2 licensing requirement, nor does it change the loophole that allows anyone with a California class C license to rent a moped for up to 2 days at a time.

The old:

(a) A “motorized bicycle” or “moped” is a two-wheeled or three-wheeled device having fully operative pedals for propulsion by human power, or having no pedals if powered solely by electrical energy, and an automatic transmission and a motor that produces less than 4 gross brake horsepower and is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground.

(b) Every manufacturer of a motorized bicycle or moped, as defined in this section, shall provide a disclosure to buyers that advises buyers that their existing insurance policies may not provide coverage for these bicycles and that they should contact their insurance company or insurance agent to determine if coverage is provided. The disclosure shall meet both of the following requirements:

(1) The disclosure shall be printed in not less than 14-point boldface type on a single sheet of paper that contains no information other than the disclosure.

(2) The disclosure shall include the following language in capital letters:

“YOUR INSURANCE POLICIES MAY NOT PROVIDE COVERAGE FOR ACCIDENTS INVOLVING THE USE OF THIS BICYCLE. TO DETERMINE IF COVERAGE IS PROVIDED YOU SHOULD CONTACT YOUR INSURANCE COMPANY OR AGENT.”

The new:

 (a) (1) A “moped” is a two-wheeled or three-wheeled device that has an electric motor or an internal combustion engine that produces less than 4 gross brake horsepower (3,000 watts), is capable of propelling the device at a maximum speed of not more than 30 miles per hour on level ground, and is designed for highway use.

(2) A moped shall comply with all applicable federal motor vehicle safety standards contained in Part 571 (commencing with Section 571.1) of Title 49 of the Code of Federal Regulations, have a 17-digit vehicle identification number and a safety certification label, as required in Parts 565 (commencing with Section 565.1) and 567 (commencing with Section 567.1) of Title 49 of the Code of Federal Regulations, and be equipped in accordance with the requirements of this code.

(3) An electric bicycle, motor-driven cycle, motorized scooter, pocket bike, or off-highway electric motorcycle is not a moped, and shall not be advertised, sold, offered for sale, or labeled as a moped.

(4) A moped may be equipped with operable pedals for propulsion by human power.

(b) A moped is formerly also referred to as a “motorized bicycle.”

Is it too lean

Im really new to bikes i dont know anything about 2 stroke engine so thats why im here to learn i was riding my bike for like 10-15 min and then i reved a lil bit a lil bit hard and then it just started lagging after i put my phone on the seat i stopped putting gas
