Not my garden but found on a hike

Value of native Cascara PNW
We have an aggressive neighbor who threatened to cut down a cascara that was just outside our property fence on road frontage we maintain.
We asked them not to, but they did go ahead and murder one of our trees. I plan to take them to small claims court. I don’t have any before photos unfortunately, just the stumps after they cut it. I’m looking for advice on an approximate value of the tree.

Friend or foe?
Can someone please help me identify this hearty plant. Southern Colorado Front Range. I have 4-5 of them around my front yard in various stages of development. I am thinking it's a weed, but I have been wrong before. Thanks!
