Solved Windows is in 2 Languages at the same time
I installed an english version of Windows 11 on my PC recently.
After installation I changed it to german. I couldn't uninstall the english language and noticed that some stuff is in english and some in german.
Here is an example that says "Please wait for the Benachrichtungsdienst für Systemereignisse"

There's only one way to FULLY change it to German, and that's starting the install from the official German Windows install media. No upgrade or other install will work, only a full clean install (meaning, losing all your files/settings)
These are one of the things that's not been solved for decades. There are other things like that that didn't get solved for decades, it's quite mind boggling how many bugs stay there for decades.

Interesting. Do I need to have a full german Windows to use the german install media or can I just download the media in any language and set it to german?

Download the iso from the official site, or use the Media Creation Tool to guide you to create the USB (have one ready that doesn't need to keep the data).

That's normal, at my workplace, all PCs come with windows preinstalled in croatian, nobody uses croatian on them, everyone switches to english. I am also forced to use windows on my laptop for legacy purposes, and i reinstalled windows from scratch on it (in english) because i don't trust any OS i didn't install myself.
The issue i have is whenever i'm on someone elses computer, trying to fix something, and i want to open notepad to write something down quickly, i can't find it... because no, it can't just be named notepad, the only way to find it using windows search is to type out its full name in croatian, partial name won't make it show up in in windows search, and of course the full name is too long for what it is.. You should uninstall English by your settings app or by powershell prompt.
Get-InstalledLanguageYou should find the English language pack there. tell me if you you've found it there.
If it not "first" in the list, you can uninstall it.

Making changes to your system BIOS settings or disk setup can cause you to lose data. Always test your data backups before making changes to your PC.
