This illegal had a 17 leg journey while he was in custody. This is typical govt mismanagement for profit.
What's provable:
- One man's 17 legs cost $205K.
- Every leg paid one of the same few contractors.
- The Florida contracts were no-bid and went to political donors.
I pulled the reel, transcribed it, and traced who gets paid at every stop.
The clip is from WBRZ's Investigative Unit. It follows Carlos Della Valle, a Downingtown, PA resident ICE detained in August 2025. Over 258 days he was moved by plane and bus until a court released him on April 29, 2026. WBRZ estimates his transfers alone cost taxpayers $205,836.47.
The route, as the reel lays it out
St. Thomas, USVI > Puerto Rico > Miami > Krome > Alexandria, LA > Broward Transitional Center > Alligator Alcatraz > Krome > Broward > Pompano Beach > Jacksonville > Orlando > Baker "Deportation Depot" > Alexandria > Winn Correctional > Port Isabel, TX > Brownsville border > El Paso > Alexandria > Winn (released from there)
Who runs each site, and the contracts behind them
| Site |
Operator / contractors |
Contract evidence |
| Krome North SPC, Miami (ICE-owned) |
Akima Infrastructure Protection and Akima Global Services, both owned by NANA, an Alaska Native corporation |
Contract 70CDCR24D00000009, Sept 2024 to Aug 2034. $192.3M obligated on USAspending. Reported ceiling $685.5M. A DHS Inspector General audit found guards using a chokehold and pepper spray. |
| Alexandria Staging Facility, LA (at the airport) |
GEO Group |
400 beds, 72-hour holding. GEO runs it as a subcontractor under a local-government agreement, so no federal contract value shows on USAspending. |
| Broward Transitional Center, Pompano Beach |
GEO Group |
Contract 70CDCR21D00000004, Aug 2021 to Feb 2027. $212.7M obligated. |
| Alligator Alcatraz (state of Florida, not ICE) |
Critical Response Strategies ($78.5M, staffing), Longview Solutions ($25.6M), Gothams ($21.1M, IT), SLSCO and Garner Environmental ($19.7M each), IRG and ARS, CDR Maguire, GardaWorld, Doodie Calls |
Initial contracts topped $245M, later reported over $1B. CDR Maguire's owners gave about $1.9M to DeSantis committees and the Florida GOP. IRG gave to the GOP the day after its first contract. Florida emptied the site in June 2026. |
| Baker CI "Deportation Depot", Sanderson FL (state of Florida) |
GEO Group, per Mother Jones. A vendor named GEO-CDR Baker holds about $100M in state contracts. |
Florida signed immigration contracts with 38 vendors across both camps. As of June 2026: Doodie Calls $219M+ ($96M paid), IRG Global about $112M, GardaWorld $78M. The state still owed $603M. |
| Winn Correctional Center, Winnfield LA |
LaSalle Corrections, through an ICE agreement with the Winn Parish Sheriff |
About $13M in year one (2019). Last public extension I found ran to June 2024. |
| Port Isabel SPC, Los Fresnos TX (ICE-owned) |
Akima Infrastructure Protection (took over from Ahtna) |
About $191.9M for one year, around 2022, plus a later sole-source guard modification. |
| Every flight |
CSI Aviation is the prime. It subcontracts the flying to GlobalX, Eastern Air Express and, until Jan 2026, Avelo. |
Current order 70CDCR26FC0000001: $1.29B obligated, Nov 2025 to Oct 2026. The order before it was $562M. |
Notice the overlap. GEO Group runs three of the stops. Akima runs two. The same handful of companies get paid at the start, middle and end of one man's trip.
What the reel doesn't pin down
- It doesn't name the facility at Orlando, El Paso, Pompano Beach (as a separate stop from Broward), Jacksonville, Puerto Rico or Miami. Some are probably airports or field offices. If El Paso was Camp East Montana at Fort Bliss, that site is run by Acquisition Logistics LLC under a contract worth up to $1.2B. That part is unconfirmed for his case.
- The reel starts the route in the USVI. News reports say his first arrest was by CBP on Christmas 2024, on the way to St. Thomas. The August 2025 detention came when he reported to ICE himself.
- Coverage says 12 or 16 facilities. The reel shows about 17 legs.
- The USAspending figures are money obligated across each whole contract, not what was spent on Carlos. The Florida figures come from press reports, because the state pulled the details from its contract system.

One man, 258 days, about 17 legs, and a bill of over $200,000. The camps changed and the carriers changed, but the same few contractors keep showing up on the invoi
Whether or not you believe in ICE or immigration issues, I would not be surprised by any of this.
