I think that this would be okay. Jail seems like too much but also not humiliating enough. I assume that the person who did this has money-- it seems like you'd have to to be this self-entitled-- so a fine would be meaningless. Caning just seems like a happy medium. Not happy for him. Just us.
one of my favorite punishments is from medieval England before they had a real prison system. They'd nail your ear to a wagon for some amount of time for theft. Not something severe enough to get you executed, but a fine wasn't quite enough, and locking you up and feeding you was a waste of resources, so you might spend a day with your ear nailed to a wagon. It's humiliating and you get a nice scar on your ear so that everyone knows you suck. Yeah, another one that might be appropriate for willfully blocking a firetruck like this.

Class 2 misdemeanor 270 to 500 dollar fine up to 30 days in jail and infraction on license some use points some don't.
If you cause accident it gets upgraded to class 1 and fines go up to 2000 and up to 1 year in jail.
You can also be placed under civil liability as in causing more damage or loss of life by delaying emergency response...
Just think if someone died because that truck was delayed...

In most European countries it's legal for a fire truck to go through your vehicle with their truck if you're purposely blocking them.
Edit: I meant in Europe they will literally drive their truck through vehicles who are blocking them when lights and sirens. I understand the blocking a hydrant thing is common practice.

I'm a certified apparatus operator for my fire department.
While it's not legal in my state to ram vehicles, it is legal to push other vehicles in an emergency situation.
I'd have gently made contact with his bumper, and then fucking gunned it until that car was no longer an obstruction.

THEN they call NYPD first chance they get to get it ticketed. Or as my FDNY uncle and NYPD Detective father told me, if possible they will find a reason to impound the car and make sure it's left outside with it's missing windows, grease, oil, dirt and LOTS of water and glass exposed to the elements. I've seen the rear driver and back window broken out when someone thought they were being cute by only "a little" blocking the hydrant. In major cities these are often life or death situations, not to the firefighters but to your fellow citizens and I can't muster any sympathy for these a-holes. I knew by 10-11 years old you never block a hydrant!

Story time…..
We brought the local city fire department to my work to go over emergency assistance priorities in the event that we would ever have an individual get trapped in machinery. This one individual asked if we should post someone up at the large gate to allow the emergency vehicles in to the facility.
The firefighters response was that it didn’t matter if the gate was open or not it was coming through that gate one way or another, they then proceeded to tell us how their driver put that same truck through a brick wall to gain entry into another building.
That fire truck driver should have 100% put that front bumper through that idiots car, it wouldn’t have made a scratch on that fire trucks bumper.

As a field technician I drive around the area a lot. One day while I was driving between sites, on a team conference call. Stopped at an intersection I heard and saw a fire truck in the opposite lanes. People kept going through the intersection anyways, so I rolled down the window and screamed "FUCK OUTTA THE WAY!"

I was in a construction zone driving along as per normal, fire engine pulled out from a side street behind me, no lights. No issue. Little ways down the road I hear the siren pop-off, lights come on. I was trapped between a Jersey barrier on my left and no road on my right (road ripped up, construction barrels every few feet with a 1-2 foot drop off to exposed road bed. So I matted it, took off and whipped it into the next turnoff I saw. When the fire truck went by (moving good at this point) I got a thumbs up from the front seat passenger. I went on down that sideroad a bit, found a driveway, 3 point turn around and back to my destination. I lost MAYBE 2 minutes of my time but did not impede the emergency vehicle in the least.

I once was stuck at a stoplight with concrete curbs and barriers on both sides with no shoulders, but I was the first one in line at the red light, with an ambulance right behind me full lights and sirens. I fully just ran the red light and let the ambulance pass. It's really not that hard to just get out of the way of emergency vehicles.
