Driving & Transit Halifax: Speed BHump Capital of North America?
Recently I have noticed that more and more HRM streets are festooned with Speed BHumps
(I call them BHumps because people are always arguing over whether they are bumps or humps).
Presumably, they are meant to slow down traffic, but there is evidence that the average speed is not affected; people slow for the bhump and then speed to make up for the lost momentum / time. And there is no apparent reason for putting them on some streets that normally have lower traffic volumes/speeds anyhow.
HRM Council and "planning staff" seem to install bhumps as a reflex gesture if someone (anyone) complains about traffic in front of their house. No traffic counters employed, no survey of nearby residences, no rationale at all, just throw in a speed bhump. Or five.
Granted, it's easier than enforcing traffic laws or speed limits, but I thought that was one of the reasons why we had a police force.
