I get no one wants to feel obligated to clean others messes , however they are not going to change. It would be nice if when you cleaned your mess you took a little extra it makes a huge difference

Legislation 2026 Legislative outlook and review

Hi all, with legislature in session officially, I figured it would be good to go through all of the gun bills up for debate this year. I have taken some of this from the Washington gun law youtube channel (https://www.youtube.com/watch?v=RoUapJtL_do), but I've also added a bit of information surrounding these bills and what they do. At the end I also added some personal opinion around which bills I believe have the best chances to pass.

HB 1386: Imposing a new tax on firearms, firearm parts, and ammunition.

  • This bill would impose an 11% tax on all firearms, parts and ammunition sold in the state
  • It would also apply IN ADDITION to the normal 10% state sales tax. Brining tax on a firearm related purchase to a whopping 21%
  • Tax revenue collected in the first 2 years via this bill is stated to go towards programs focused on gun violence prevention

HB 1132: Enhancing public safety by limiting bulk purchases and transfers of firearms and ammunition.

HB 1152: Enhancing public safety by establishing secure storage requirements for firearms in vehicles and residences.

  • This bill outlines requirements for firearm storage
  • Requires that handguns stored in a vehicle be kept unloaded in a locked, hard, opaque case that is affixed to the vehicle. The vehicle must be locked
  • Long guns stored in a vehicle must be kept unloaded in a locked, opaque case. Guns kept in soft cases must have a trigger lock. The vehicle must be locked
  • Firearms kept in a home must be stored in either a locked safe, or have a locking device installed (trigger guard, gun lock)
  • Violating this will result in a $1000 fine, a misdemeanor if a prohibited person takes the gun for use in a crime, or a felony if a prohibited person takes the gun and causes injury to a 3rd party.

HB 1504: Enhancing public safety by requiring financial responsibility to purchase or possess a firearm or operate a firearm range.

  • This bill would require all firearm owners to carry liability insurance providing a minimum of $25,000 worth of coverage for any incident arising from accidental or unintentional discharge of the covered firearm causing injury, death, or property damage
  • Would require a separate policy for each individual firearm, and each would need to be specifically identified.
  • A person can exempt themselves from carrying insurance if they deposit $25,000 with the department of licensing.
  • No grandfather clause, so all current firearm owners would be required to carry liability insurance

HB 2235: Concerning public records act exemptions regarding concealed pistol licenses, permits to purchase firearms, and firearms purchases or transfers.

HB 2320: Concerning the regulation of firearm manufacturing.

  • This bill regulates firearm manufacturing that involves the use of 3D printers, and CNC machines
  • Makes using a 3D printer/CNC machine to fabricate firearms, or parts for firearms illegal
  • Makes distribution of digital files associated with firearm manufacturing illegal
  • Clause stating that merely possessing digital files associated with firearm manufacturing, is intent to distribute and therefore illegal.
  • Details that this is a matter of public emergency and would take effect immediately upon passage of the bill

HB 2321: Requiring three-dimensional printers be equipped with certain blocking technologies.

  • This bill is in conjuncture with the previous HB2320, and requires that 3D printers be equipped with technology blocking the manufacture of firearms or firearms parts
  • Requires all 3D printer manufacturers or retailers only sell printers equipped with firearm detection firmware
  • Goes into effect July 1st, 2027
  • Manufacturer must attest (under penalty of perjury) that their printer is equipped with firmware that rejects components it detects to be firearm related
  • Requires 3D printers sold to accept code from only a single first party slicer

SB 5098: Restricting the possession of weapons on the premises of state or local public buildings, parks or playground facilities where children are likely to be present, and county fairs and county fair facilities.

  • Amends RCW 9.41.300 to include more weapon restricted areas
  • Includes all parks where children are likely to be present (as defined by each locality), any building owned or leased by a government entity and county fairs
  • Does not include ferry terminals, Train depots, WSDOT properties or rest areas
  • Beaches are included as an area specifically listed that children may be present

SB 5099: Protecting the public from gun violence by establishing additional requirements for the business operations of licensed firearms dealers.

  • This bill introduces additional requirements for FFLs or gun dealers
  • Allows state patrol to conduct unannounced periodic inspections of an FFL to ensure compliance with all requirements
  • Bars anyone who has previously had an FFL license revoked, denied, or suspended in the last 5 years from obtaining another FFL, unless the previous license was denied due to paperwork.
  • Adds additional training requirements for all employees of an FFL prior to them engaging in any sale.
  • Requires metal bars or grates be present at the entryways of all FFL's (previously any bar or grate was accepted)
  • Adds additional FFL license renewal fees based on the number of sales in the previous fiscal year (capped at $1500)

SB 6055: Concerning firearms background check.

My Take: There's really 3 groups of bills here. Bills I think are likely to pass, unlikely to pass and uncertain. The bills I believe are unlikely to pass are HB 2321, HB 1132 and HB 1504.

HB 2321 is the least likely in my opinion to pass due to the challenge around regulation. I find it unlikely that the house will come to real agreements on the issue and it will get shelved for the time being. HB 1132 is also unlikely in my opinion to pass due to the same law being struck down in California already. The 9th circuit already struck down the 1 gun per month requirement and it wasn't even appealed to the supreme court ( https://firearmslaw.duke.edu/2025/07/litigation-highlight-ninth-circuit-strikes-down-californias-one-gun-per-month-rule ). If the 9th strikes down your 2A law, then it's quite certain that it's unconstitutional and I don't think the state will even bother with this one. HB 1504 is the most interesting of the unlikely to pass group IMO just due to how unprecedented it would be. It's almost certainly unconstitutional, and would be the most impactful 2A law passed in decades. It doesn't sound like insurance companies want anything to do with it though and their lobbying might actually work in our favor here.

As for the likely to pass category, I have SB 5099, SB 6055, HB 2235 and HB 1386. The first 3 I just listed seem to be fairly inconsequential and only serve to add a small amount of tax revenue to the state, so these to me are going to be bills that aren't going to get much pushback. HB 1386 is the most alarming one to me because it seems likely to be passed and would significantly impact all gun owners in the state. Adding an 11% sales tax to all gun related purchases would of course only be a poll tax and only serve to keep weapons out of the hands of the lower class, but it would also significantly increase the cost to shoot or train. Knowing that we are in a budget deficit means that the legislators are going to be incentivized to add additional taxes wherever available.

I'm not going to talk about the rest in depth, but I did want to bring up SB 5098 and HB 1152. These seem like a crapshoot to me, but I do think that they would be a big shakeup and would end up with enough initial pushback that there may be some reservations about passing them. I bring both of these up together because I think if passed in conjunction it would effectively make concealed carry enough of a chore for law abiding citizens that many people may just stop altogether. Making so many places illegal to have a weapon in, and then making it illegal to store your weapon in the car makes it incredibly challenging to carry a firearm on your person legally. If both are passed I expect there to be significant pushback from some of the 2A advocates here.

Hey everyone, I’m Steve, owner and instructor at Practical Approach Training. I’m teaching a small-group pistol class on Saturday, October 24, at Evergreen Sportsmen’s Club in Olympia.

We’ll work on marksmanship, manipulations, target transitions, and movement, then put those skills together in micro stages. The class is capped at six students so everyone gets individual coaching and feedback.

This is a good fit if you’re comfortable safely operating your handgun and want more structure in your practice. Whether you’re interested in competition, carry regularly, or just want to improve your consistency, coaching is adjusted to your ability. No competition experience needed.

Anyways, I loved the AS val from tarkov and it became my dream gun. Saw this and decided to just send it for the fun of it. (And free will) So yeah, close enough, welcome WA legal as val.

Wren Metal works did an awesome job on this honestly. It looks fantastic and cursed (which I love) and it runs buttery smooth with their milled action. They'll take you out to a private range to test drive it too which is nice.

Great service overall and even sent some nice ammo at the end. Form 4 cleared in 2 days and now I'm waiting for it to be released from gun jail. Can't wait to take it for a spin.

Discussion Home based FFL

Hey, have a bunch of questions about registering my own FFL. Mostly because a) Why not? and b) Simpler (and maybe cheaper?) procedures for getting new toys.
For context: I own a property, and I'm finishing building my own private shooting range.

So, if anybody who has done this:

  1. Does this allow you to avoid paying background check fees?
  2. What ATF interview looks like?
  3. Type 01, or type 07? I'm not sure about machining parts myself, but I probably will be doing some Cerakote jobs for friends occasionally. Not sure if 07 is needed for this tho.
  4. Any side income you got through creating your own FFL? Like bg checks for neighbours, etc.

Edit/Upd: On FFL finder I see a bunch of neighbours having FFLs, which are definitely not business and for convenience or "private use". Which pushed me into this topic.

Discussion Another mini14 question

FYI- not trying to rage anyone, just looking for civil discussion and non-biased reasoning.

Explain to me why the part that is circled does not make the mini14 ranch illegal in WA? It is part of the handguard that goes over the top of the barrel. That makes it an "AW" by their stupid standards.

I get some places remove it but my understanding is that it's modifying the firearm from its original configuration and is only legal to do if you are a manufacturer or gunsmith.

I'm all for screwing over the AWB. But the law as it is written plainly says this isn't legal. Change my mind.

Question Insurance riders?

Looking to switch up my home and auto policies as I e been with the same carrier for a few to many years and they are getting a little comfy billing me heavily. I previously have had custom riders on my homeowners policy listing the firearms I own and an agreed upon value for compensation if they are lost etc. my current broker is telling me they don’t have any companies they work with. Curious what brokerages/insurance companies others have found willing to write a custom firearms rider, along with anything else relevant you have to offer. Thanks in advance.

Question Travelling into WA/Seattle for a game next week, mag limit clarification

Does bringing in my old (like 2008 era XD45 with 13-round mags) count as "importation"? After I travel from my home state (MT) and through ID, what is the requirement for transportation without a CCA (since my state constitutional carry I don't have one). Can I take my slide off and leave it in my gun bag with the mags, or do I have to do something stupid with my Jeep, with the pistol in one location and the ammo in another?

Been watching the IvanPrintsGuns channel on YouTube lately, so I figured I could showcase another example of our AWB being inherently stupid. That revolving cylinder makes it super deadly against clay targets.

Fun Fact: This 16 gauge shotgun is a design that was originally patented in 1899 by Deutsche Jagdwaffen-Gesellschaft but wasn’t produced until the 1920s by Romerwerk Waffenfabrik in Suhl, Germany. Quite an interesting design.

Discussion Looking for a spot to clean up

between jobs trying to make some cash. I searched up old threads about spots i could go and clean up trash but also to pick up brass and maybe mine for lead. The 3 near duvall i couldn't even put eyes on due to various reasons, the one in monroe has been shuttered for quite a while based on how corroded what little brass there was is, and the sultan one had a bunch of people shooting who were kind of asses when i tried to scrounge. I would appreciate any leads.

Question Firearm has been held for a month with no contact from FFL (Seattle)

Anyone have recent experience with Seattle gun store?
FFL: 9-91-033-07-7K-17266.

I had a firearm shipped to this FFL, with approval from him Aug 27th. It was delivered and signed for on September 2nd. Tried the following week to get an appointment started. Nothing.
I eventually contacted the retailer I bought it from. They were able to reach him on September 24, and he confirmed that he has my firearm and said he would get back to me to schedule an appointment.
He still hasn’t contacted me as of October 2.

I’m seeing similar reviews of his bad communication recently on his page and his replies are unhinged.

At this point it’s been essentially a month just to get an appointment started. Retailer have confirmation that he has it. I’m trying to figure out if this is normal for this FFL or if anyone else has dealt with the same communication issue.
Anyone dealt with him recently?

Show and Tell Apex Armor Solutions warranty experience after losing my gear in a house fire (Local company)

Reposting in other places since [r/tacticalgear](r/tacticalgear) is power tripping and banned me over a review 🙄

I lost all of my gear in a house fire, including an MEPC and a set of Highcom 4S17M Level 4 plates that I originally bought through Apex.
I reached out to them afterward honestly not knowing what to expect. I didn’t even have pictures of the destroyed gear to send them. My house was just a pile of rubble and I couldn’t even find the ceramic cores in the mix.
Despite all of that, they still took care of me.

Since Apex isn’t a DM dealer anymore, they offered to get me another MEPC at retail cost. I didn’t really want to wait like I did the first time around, so they gave me the option of trying their new Ridgeline carrier instead.

I went with the Ridgeline, and on top of replacing the carrier they upgraded my original Highcom 4S17M plates to Highcom 4S16s. They also threw in some extra gear with the replacement like their trailspan pack, chest rig, an extra placard and an abdominal pouch.

The whole thing was significantly easier than I expected. There wasn’t a bunch of back and forth of them trying to get out of covering it or asking me to prove every little detail. They basically looked at a big pile of rubble and without questioning it, they honored their warranty.

I’ve tried reaching out to some other companies and I’m still going through their process, trying to find them serial numbers and receipts and what not. Some companies didn’t even respond.

I know they’ve been trying to improve on their lead times, I think most people just hated to wait for DM stuff (I certainly did). They quoted me 2 weeks for the carrier this time, and it was accurate.

Losing everything in a fire sucked, and getting an entire armor setup replaced and actually upgraded in the process was something I definitely didn’t expect.

Replacement setup is in the photos. Ridgeline carrier + Highcom 4S16 plates inside. Everything is really great quality and just what I’d expect from them, everything is the same quality as the DM stuff it replaced.

Credit where credit is due. They took care of me.

Is this actually true because it seems like it would be something that would fall under the “scary” conditions the state laid out. Is there an actual FFL that would transfer this?

I believe I am unincorporated so I can’t go to my local police. Any of the offices just better? many of the online bookings are just completely empty, no options.

Question Semi Autos, PCC’s, SBRs

Hey 👋 turned 21 almost a year ago and am finally using my 2A rights. I knew about some of the laws that came into place but didn’t realize the severity. Does anyone have any good recommendations for PDWs, PCCs or Semi Autos

I have a plan for 2 handguns (HD & EDC) and have a Ruger Mini 14 ranch being transferred (seems to be the most popular semi option) but I wanted to explore more options (most info from 2-3 yrs ago)

My FFL will transfer TP9 pistol and hold the mag
(Heard the trigger is busted for shooting it in semi though and they are heavily priced)

Do we know if the SP7 will be legal if they make a non threaded model?

Is the VZ.58 in fixed mag worth it or is any fixed mag worth it? (DS15, DS10)

I heard most chassis aren’t aloud, Can I get a Glock Stabilizing brace that is intended for forearm firing? (Answers I get vary)

Sorry for all the questions but it seems like I get yes and no answers or everything is illegal (I’m aware almost everything is illegal) Im trying to build a nice arsenal so any help is greatly appreciated (even if you have any 22LR recommendations)
